ARTICLE I - NAME
The name of this organization shall be TULSA ACCREDITED MUSIC TEACHERS
ASSOCIATION.
ARTICLE II - OBJECT
The Association shall be organized and operated exclusivly for educational
purposes within the meaning of Section 501 c. 3. of the Internal Revenue Code
of 1954. All activities of the Association shall be educational and shall be
for the promotion of the art of music and the advancement of musical knowledge.
The Association is not organized for profit and no part of its net earnings
shall inure to the benefit of any individual or entity.
The specific object of this permanent organization shall be to unite area
teachers and students in support of the above-stated educational purposes, and
to cultivate a fraternal spirit among its members.
ARTICLE III - AFFILIATION
The Tulsa Accredited Music Teachers Association .TAMTA. shall maintain
affiliation with the Oklahoma Music Teachers Association .OMTA. and the Music
Teachers National Association .MTNA..
ARTICLE IV - MEMBERSHIP
Section 1. Membership shall be unlimited in number and shall consist
of five classes: Active, Affiliate, Honorary, Student and Patron.
- ACTIVE MEMBERS shall
be engaged in the teaching of any branch of music recognized by OMTA.
- A candidate for Active
shall be a member in good standing of OMTA and MTNA.
- The Membership
Chairman shall present completed applications to the executive board.
- AFFILIATE MEMBERS shall meet
all requirements of Active members.
- In addition a
candidate for Affi liate membership shall meet one of the following
requirements which precludes regular attendance at meetings:
- He shall have
physical limitations.
- He shall have
professional duties.
- He shall have personal
reasons that shall be considered on an individual basis by the Executive
Board.
- He shall make written
application to the Membership Chair requesting Affi liate status.
Approval shall be given by the Executive Board.
- He shall pay annual
dues plus an additional annual fee, shall be exempt from mailing fees,
shall be eligible to participate in all activities, but shall be
ineligible to hold an elective office.
- At any time an Affi
liate member desires to change to Active membership status he may do so
by notifying the Vice President.
- HONORARY MEMBERSHIP may be
conferred upon a member who has been active in TAMTA for twenty years, has
contributed generously to this Association’s interest, and has exemplified
high standards.
- An Honorary member shall
be recommended by the Executive Board to the Association at any monthly
meeting and shall be elected by a two-thirds majority of members present.
- Honorary members shall
be exempt from fees and dues, but shall be eligible to participate in all
activities including voting and holding office.
- STUDENT MEMBERS shall be
persons age 26 or younger who are currently involved in regular music
study. An otherwise qualifi ed candidate for Student membership who has
passed the age of 26 may continue to be, or may become, a Student member
for the duration of study with a maximum of four years. Student members
shall pay OMTA and MTNA dues. They shall be admitted to all programs of
TAMTA, OMTA and MTNA upon payment of any registration fee. They shall not
have the right to vote, hold offi ce or enter students in MTNA activities.
They may enter students in the OMTA District and State Achievement
Auditions and the TAMTA Festival.
- PATRON MEMBERS shall be
individuals, organizations, institutions, or business fi rms wishing to
support TAMTA and its activities. Patron members may attend programs and
meetings of the Association, but shall not have the right to vote, hold
offi ce or enter students in activities.
- Patron membership
shall consist of three classes:
- Contributing . . . .
. . . $25 to $99 per annum
- Sustaining . . . . .
. $100 to $499 per annumpro-rated workshop fee for the current year; and
proof of good standing in OMTA and MTNA.
- Gold Notes . . . . .
. . $500 or more per annum
- Contributions from
Patron members shall be deposited in TAMTA’s Scholarship Fund.
Section 2. Resignation and
Reinstatement
C.
Resignation. A member desiring to resign in good
standing shall send a written request for resignation to the Membership Chair
who shall present it for action at the next meeting of the Executive Board.
D.
Reinstatement. A member who was in good standing when
he resigned from TAMTA may be reinstated upon a written application to the
Membership Chairman; payment of the reinstatement fee, dues and pro-rated
workshop fee for the current year; and proof of good standing in OMTA and MTNA.
ARTICLE V - ASSESSMENTS
Section 1. Local dues and
fees shall be set by the Association upon recommendation of the Executive
Board. Members who have not paid dues and fees by July 1 of any fi scal year
shall forfeit all rights of membership, but may be reinstated by paying dues
and fees for the current fi scal year and the reinstatement fee.
Section 2. Payment of Dues and Fees
E.
Active and Provisional Members
1.
Shall pay annual TAMTA, OMTA and MTNA dues.
2.
Shall pay a mailing fee when absent from an Association
meeting except in case of bereavement.
3.
Shall pay a reinstatement fee or forfeit membership if
absent from three consecutive Association meetings unless caused by personal
illness, absence from the city, or bereavement.
4.
Shall pay one-half of the annual dues and fees if age
is defi ned as70 or more.
F.
Affiliate Members
1.
Shall pay annual TAMTA, OMTA and MTNA dues.
2.
Shall pay an additional annual fee.
3.
Shall pay one-half of the annual dues and fees if age is
defi ned as 70 or more.
G.
New Members
1.
Shall pay an initial fee plus TAMTA dues.
2.
Shall pay fees according to his membership status.
3.
Shall pay one-half of the annual dues if admitted in
January or February. If admitted in March, April or May, dues shall be for the
fiscal year. A teacher entering studens in any activity shall have paid the
appropriate dues for that fiscal year.
H.
Honorary Members shall pay annual OMTA and MTNA dues.
ARTICLE VI - FISCAL YEAR
The fiscal year shall be from July
1 through June 30.
ARTICLE VII - OFFICERS
Section 1. The elected offi
cers shall be: President, Vice-President, Recording Secretary, Corresponding
Secretary, and Treasurer. The Immediate Past President shall be the
Parliamentarian.
Section 2. Duties of Officers
I.
The President shall preside at all meetings of the
Executive Board and the Association, shall appoint chairs of committees, and
shall perform all other duties implied by this title.
J.
The Vice-President shall preside in the absence of the
President and shall be Chair of the Membership Committee.
K.
The Recording Secretary shall record, read, and
preserve the proceedings of the Executive Board and the Association.
L.
The Corresponding Secretary shall attend to all
correspondence authorized by the President.
M.
The Treasurer shall receive, hold, and disburse all
funds, shall keep an attendance record at Association meetings, and shall make
a written annual report to the Executive Board in June.
N.
The Parliamentarian shall see that all meetings adhere
to Robert’s Rules of Order, Newly Revised.
ARTICLE VIII - NOMINATION AND ELECTION OF OFFICERS
Section 1. A member shall
have been active one year to be eligible to hold an elective offi ce, and shall
have served on the Executive Board for one year to be eligible for the offi ce of
President or Vice-President. The term of offi ce shall be for two years. An
offi cer may serve only one term, but may be elected to that same offi ce after
an interim of two years, except for the Treasurer whose successive terms may be
unlimited.
Section 2. A Nominating Committee of fi ve members, two of whom shall be
from the Executive Board, shall be nominated and elected at the January
Executive Board meeting. The Committee shall prepare a nominating ballot of one
nominee for each offi ce. Consent of the nominees shall be secured before the
ballot is presented.
Section 3. The ballot shall be read at the February meeting of the
Association. Election shall be held at the March meeting. Nominations may be
made from the fl oor at the March meeting, provided the consent of the nominee
has been secured. When additional nominations have been made, the voting shall
be by secret ballot.
Section 4. Offi cers shall be installed at the May meeting of the
Association. The President-elect shall appoint committee chairs in March and
April. Offi cers-elect and newly appointed committee chairs shall attend the
May Executive Board meeting.
ARTICLE IX - EXECUTIVE BOARD
Section 1. The Executive
Board shall consist of Elected Officers, Arrangements, Newsletter, Program, and
Workshop Chairs, and the chairs of each student activity. The Board shall have
an organizational meeting in June, and shall meet monthly prior to the
Association meeting. Special meetings may be called by the President.
Section 2. During the summer months the Executive Board shall act for
the Association and shall report any action to the membership at the September
meeting.
Section 3. If an elected office becomes vacant during a term, the
Executive Board shall fill the vacancy.
Section 4. A quorum at any regularly scheduled meeting shall be the
number present.
ARTICLE X - COMMITTEES
Section 1. Committee Chairs
shall be appointed by the President. Each chair, except of the Nominating
Committee, shall secure the committee members with the approval of the
President. One member shall have previously served on the committee.
Section 2. Each chair shall represent the committee to the Executive
Board and the Association. The chair shall maintain the budget and permanent
records of the committee, and shall fulfi ll the responsibilities as outlined
in each Committee Record Book.
Section 3. The President shall serve as an ex offi cio member of all
committees except of the Nominating Committee.
ARTICLE XI - MEETINGS
Section 1. The Association
shall meet monthly except December, June, July, and August.
Section 2. The quorum at any regularly scheduled meeting shall be the
number present.
ARTICLE XII - DISSOLUTION
In the event of the dissolution of
the Association for any reason, any funds or other assets remaining after
settlement of the liabilities of the Association shall be contributed to The MTNA
Foundation.
However, if such entity does not then qualify under Section 501 (c) (3) of the
Internal Revenue Code of 1954, or is otherwise unable or unwilling to accept
contribution, the assets shall be contributed as the Executive Board determines
to one or more organizations which qualify under Section 501 (c) (3) of the
Internal Revenue Code of 1954.
ARTICLE XIII - AMENDMENTS
Section 1. By-Laws may be
amended at any Association meeting by a two-thirds majority of members present.
Section 2. A proposed amendment shall be submitted in writing to the
Executive Board prior to being presented to the Association. Before action may
be taken, the proposed amendment shall be presented to the Association in
writing at the preceding Association meeting, or mailed to each member at least
three weeks prior to the vote.
